Our friends at the The Truth About Guns ('TTAG') report their sources at ATF confirmed funding has been secured for a new and improved ATF eFile system. After first launching eFile in August 2013, thousands of applicants have received tax stamps for firearms regulated under Title 2 of the National Firearms Act ('NFA'), such as silencers, short-barreled rifles and shotguns, and machine guns. What's more, the eFile system has processed these tax stamps in as little as 1/4 of the time currently required to complete the process by mail; however there have been glitches. Common complaints have include: (1) eFile is finicky about internet browsers, (2) it has narrow capacity, and (3) is subject to failures caused when submissions are made in batches.
TTAG reports ATF will be consulting industry members in their redesign of the eFile system. Further, ATF will be ordering gun dealers to refrain from batching their submissions to eFile.
We are very encouraged by the ability and willingness of ATF to secure funding for eFile. Presumably it's based on the fact the $200 tax stamps for NFA firearms generate substantial revenue. Unfortunately, rumors persist to the detriment of prospective NFA firearms owners. Some believe eFile does not work, and many are unaware it exists at all. Others believe the regulations concerning NFA firearms and trusts will soon change. In fact, no concrete changes to the NFA regulations have been announced or finalized. Instead, ATF eFile represents a significant improvement of the NFA tax stamp process. That said, eFile is only available to NFA applications made by legal entities, such as the Arsenal Gun Trust.
